It's worth noting that the mechanics of an election are entirely up to the states and localities that run their individual elections. There isn't really a way that "we" used to vote as voting has always worked differently in every state, and to some degree even in every county or district.

In a Federal system there will be variances, so anyone not satisfied with their electoral process should definitely seek change within their own jurisdiction.
